You need to have write permission on a directory in order to write files to a directory.

If you are writing to a foreign file system (such as aMacintosh or DOS floppy), the problem may be that the name for the file you are attempting to create is too long for that file system.

To change the permissions on file or directory, select the icon in an Icon View window and choose “Change Permissions” from the Selected menu. Refer to the Change Permissions tool Help for details.
