This message indicates that the system ran out of pseudo terminals and could not initialize a new login session. A pseudo terminal is needed for each process that establishes a login session such as (rshd, rexd, telnetd.) Pseudo terminals are normally dynamically allocated as needed so this error should not occur during normal operation of the system. For more information on pesudo terminals see man pty.
